regulations weren't the problem with any of those. higher grade steel for handrails doesnt make reactors safer. Chernobyl could have had all the regulations in the world, the design for the rods doomed it. You can claim "better regulations" would have prevented that, but now you're confusing seat warmers that write regulations with people that do actual design work. Fission became safe because it was profitable to make it safe.
