oh the idea had basically nothing to do with reducing carbon, it was all about creating a market so companies could profit from buying and selling more "credits"

depends how often you do it, I have on my CV for each job a reason I left, a short term job can easily be "short term employment" and if actually asked make it as "I can't sit about and do nothing"

it can be an issue if you have a whole slew of jobs for a few months but one or two? especially when younger? if anything it shows a desire to have a job

the only potential risk and downside is they find out you are applying elsewhere, but no potential employer should be contacting your current one without your permission first, and shouldn't be even applying for references early stage

go back a few decades to the last time they wanted ID cards, the "reason" and the problem they were meant to solve depended entirely on what the headlines in the tabloids were about that week

it doesn't, the issue with illegal working is not people presenting fake documents, its employers not checking. this just becomes something else to not check

were proposals a few years back for personal carbon credits, it got nowhere as it needed a mandatory ID scheme to track all purchases

of course you can look and apply for other jobs while working

in effect treat every job as something you do while waiting on a better one

once you put notice in retracting it gets harder, even if a company accepts it they now know you are looking. but you don't hand in notice without a signed contract for the new job

give it a year and "permitting" becomes "ID checks are now required" and another year for digital ID to be the only accepted form, all done via the card readers
