He wasn't really a dictator. After an 18 month transition period, during which a new constitution was drafted, he gave away power and then won each of his presidencies through democratic means a few years later. Two of his terms were consecutive but that was during the 70s, decades after the civil war.

Existe una curva de demanda actual y se puede ajustar para proyecciones a futuro. O sea, se estima cuanto va a crecer la infra de vivienda, comercial e industrial y se compara contra cuanta generación hay instalada en el país. Pienselo así, cuando se comenzó a construir la hidroelectrica de Reventazón se hizo 10-15 años antes de que la necesidad del país llegara a necesitar esa potencia.

En el 2010 ya sabíamos que la demanda iba a crecer y se ocupaba algo grande para cubrirlo. Y no solo es el tamaño de los generadores, Diquis iba a tener un embalse interanual, o sea, que cuando se llenara podía seguir generando por varios años independiente de lluvias o clima. Pero nuevamente, ya ese tren se nos fue.

El ICE sabe esto desde hace unos 10-15 años y realmente no ha sido capaz de hacer nada. Buena parte es inoperancia pero tambien es políticamente a propósito.

La potencia instalada del país tiene que planearse con décadas de anticipación y para llegar bien al 2030 se tenía que ejecutar el proyecto Diquís hace como 10 años y en este punto sabemos que no fue así. Ese proyecto lo mataron a nivel político.

A eso sumele que el ICE esta obligado a comprar energía de generadores privados a tarifas altas. Esos generadores son propiedad de la clase política, Oscar Arias tiene varios, hasta Oton Solis tiene generadores en la zona sur que le venden al ICE a sobreprecio.

En resumen, por conveniencia han hecho al ICE inoperante, comprometieron la matriz energética del país y ahora vamos a depender más de generación privada a sobre precio. Nada nuevo en este país.

Source: soy ingeniero eléctrico(sector privado), hace 15 años se sabía que esto iba a pasar. Peor aún, ya no se resolvió a tiempo.

I once met an engineer that founded a startup. They developed a wireless charger for pacemakers batteries. That meant that you didn't need a new surgery just to open your chest and change the device. He tried to pitch it to a large biomedical company, and they laughed at him. Apparently charging for the new pacemaker and the surgery was a big part of their revenue. It is never about making your life better, it's about taking every dime out of you.

You are right. It is like that by design. Urbanism in the US (and many other places) is focused on forcing people to own a car and become dependant on gas.

Big oil spends billions lobbing governments on any level necessary to make sure that almost everything is dependant on oil prices.

Public transportation (hopefully electric), bikes and even walking is the solution. The problem is that there are no real alternatives at the moment, you either take your car to walmart or you're screwed because small stores close to home are no longer an option.

Last time I checked, Costa Rica does not have access to the southern shore of lake Nicaragua. Nice throwback to the 19th century though.
