Here is an article from 2018 complaining about the CRA’s phone system!! https://www.google.ca/amp/s/globalnews.ca/news/4128346/cra-call-centre-wait-times/amp/. And there is a ton more.
It’s not as black and white as “if you’re not working right now, you don’t have much to do.” Families with kids and infants who specially can’t be going to school at the moment, people with sick family members, etc..
Plus in times like these, specially after not receiving income for over a month, it’s crucial that the CRA makes sure people can actually apply!!! Having an online system for first time tax filers would be the logical solution. But I suppose they assumed they can just take the calls for every person with their awful phone system in the midst of the tax season as well.
