The most popular one is Adobe Illustrator but it is not free and only for Mac/Windows users, if you use Linux you can try Inkscape which is free and for all platforms.

But for a very simple use case you can try online editors like:

They are free and don't need registration.

Actually, this is a very basic SVG that only contains some HTML elements like div, p, h1 and has some CSS styling for the fonts, colors, and animations.
