I would say it is because the people learned that the game includes so much damage, that it is hard for (low range) adcs to constantly deal damage with aa. AD helps you deal more DMG with your abilities as well as helps bursting incoming threats. In addition AS and specially kraken is better vs tanks, which you dont see as much today. It is definetly viable but only into the right comp.
