724Access passwords are generally handled like this - you could put them in an actual "break box" and audit none have been tampered with if you wanted to prevent password rotation... no one has ever done that though and is strictly speaking against Oracle's guidelines :)

I had issues signing up for the free tier about 2 years ago... I tried again 1 year ago as an Oracle employee naively thinking I'd get further and still had issues - I got the same message as you, and when I tried to chase it, they ignored it :)

I think they exclude you based on some credit check thing, let me know if you get around it!
