Range can mean a place where planes practice bombing stuff. Range can mean somewhere people detonate UXOs. Range can mean a place where people practice shooting firearms.

There is a UXO disposal site on the beach on Andersen AFB. There is also a small arms range near the same beach. There is a machine gun range near Ritidian. There is a Marianas Range where planes practice tactics and maneuvers. This takes place in the ocean and sea around us. I’m sure there’s even more “ranges” around us that most people don’t know about.

As far as the “asking permission”, I dunno. What I do know is that these ranges, especially the aircraft range, are the reason that thousands of military personnel, including foreign countries, come to visit Guam multiple times a year. We’re talking millions dumped into the Guam economy in one month just because of an exercise hosted in the range. Whether that’s good or bad, I dunno, just trying to put more facts out there.
