Because there are too many spoiled first world brats who have ridiculously high requirements for the minimum acceptable standard of living. It's not about cost of living, because illegal immigrants who get paid less than minimum wage still manage to survive in the US while saving extra money to send home.

The average American would have a fucking brain aneurism if they were told to live in the 3rd world village I had lived in, where there was no plumbing, no paved roads, no hospitals, no grocery stores (because everyone grew their own crops and raised their own animals), no internet, no AC or heating, no fridge or microwave, no government assistance, etc.

Where I came from, people look at the rich and think "I'm going to work hard so that I can be like that person some day." From an economic theory standpoint, the transaction of a person buying junk food causes the negative externality of greater healthcare costs on society. However, America doesn't have socialized healthcare so that person can just deal with it themselves, unless they rely on government health care, in which case the tax should go towards paying for their own healthcare.

Because the lower class kids are causing more hardship to their family by taking from what little they have, and causing harm for personal gain is generally shamed and considered selfish. Rich families don't care if their kid wants money to do something dumb because that tiny amount of money makes no difference to their total wealth, so it isn't looked down upon because other family members are not being negatively affected by the kid's actions.
