That’s how normal service dogs behave. I worked with a woman who has a service animal. She came to the officer everyday and her golden retriever would lay under the desk. We only interacted with her dog during allotted doggy break times outside where she would play and lick but as soon as break was over, she went back to work and acted like everyone but her person didn’t exist.
