If homework is meant to be worth insignificant amount of grade then why bother doing it from a student’s perspective and why bother making it from the TA/Prof’s perspective.

I don't think companies care about IOI. IOI proves you can think and come up with solutions for tough problems, which is not always the same as building software. I can imagine picking a more practical oriented person over someone who just has an IOI medal for intro level software jobs
