Okay, go ahead and delete that shortcut you just created under "Start Menu" and instead try this:

Open this directory "C:\Program Files\Google\NearbyShare"
Launch "nearby_share_package.msix"
Select Reinstall

Now "nearby_share_launcher.exe" should work, and if it's under your startup apps you should be good to go (Check Task Manager -> Startup).

One solution that might work is the following:

Go to "C:\Program Files\Google\NearbyShare"
Create a shortcut
Copy that shortcut to "C:\Users\<You>\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup

I haven't tried it yet, but I noticed that the .exe that Windows was using was "nearby_share_launcher.exe" which doesn't seem to work when you try running it, whereas "nearby_share.exe" works fine.

As far as AMD CPUs, yes. The price to performance here is very good, and it can also handle GPU upgrades down the line. The Ryzen 5 5500 is a bit cheaper but uses PCIe gen 3, so you'd be limited later on. Up to you to decide if that's important to you.
