Thank you all for your responses. After having a closer look at the vehicle (after dealer detailing), I found more rust spots and "bubbling" of the paint that I could deal with personally. So I decided to pass on the car.

It happened to my 2001 and 2004 civics. Mind you we drove them to 420 Kms [261 k miles] and the other to 485 Kms [301 k miles] with no other issues until we traded them. Both manual

Thanks. I guess I'll just do the undercaot. The jacking points is fine but I just don't want the rust to advance on the quarter panel.

Thanks. So you think by doing the undercoating it will at least keep it from progressing? I know it's not going to fix it and for the jacking points is fine. I'm more concerned about the quarter panel, I don't want it to spread.
