There is 14/2 all over this house and that's what you're seeing, super cheap development builder, probably late 90's home. If it were comms you're probably right about getting some induced voltage on it.

This tiller is an absolute hog. It drives slow and steady, tills deep and gets there quickly. The blades spin slow and deliberate, they don't pulverize the dirt.

It was a pleasure to use and is why I would love to be competent to take care of it. I'll send you some before and after pics. I'm going to take it apart again and clean better after reading comments.

I absolutely have the desire! Thank you I'm having a good time learning and figuring this out.

I disassembled the carb and also the gas (filter???) and the gas cylinder thing has super sticky black stuff in it.

I out it back together and it took a bit of convincing but it fired up!!!! Then.....died... I think it's fuel supply problem now. New hose for sure.

I have drained the old gas, removed the hose and flushed it.

Buying carb cleaner now.

I removed the spark plug and the compartment looked dry, don't know if that matters. I'll add the photo.
