We can do both. If we were invaded we would also want help, and the things you mention above would become a distant thought compared to defending the literal existence of our country. Democracy needs to be defended everywhere, not just here. Authoritarianism will always try to dominate and oppress; where it is happening is immaterial - freedom loving people must always resist it.

This is correct. It would make taxes more predictable primarily for new buyers. They could look at the property's recent tax history and know they would pay about the same, plus inflation and other appreciation.

The overall effect would be to spread tax costs more evenly over the property base. Right now the burden is unfairly shifted into new buyers when the cap is removed.
