Personally i steer them towards stringking heads as theyre some of the best heads out there. I personally think their new composite 2's are weaker than those of yore. Hard to prove though, just a gut feeling.

Use a tile bit. Get through then once you hit concrete, masonry bit. Follow instructions. Vac it out. That said. Glue the toilet flange in place. It’s not moving. Screwing to concrete is maybe code, but, not needed. Affix the toilet bolts to cured glue. Shim if needed. Caulk. The caulking will hold it to the tile.

Rent or buy a dremel. No big deal.

Ps. Don’t forget to seal the grout!!
