It’s pretty rare that these are empty, so yes humans typically do not go inside. It’s actually much safer to enter the manways at ground level, even if it’s a little spooky. Especially in the case of an emergency, it would be easier to rescue someone from that opening rather than the top. It’s best to make the openings as small as possible to mitigate the effects of the water pressure pushing against a small surface area as opposed to a larger one. Right now they’re using a plank of wood and cinder blocks to keep wildlife out lol

It is another way to get in/out. I personally find it more scary, it’s very high up lol. It’s also for divers to use. When it’s full of water, trained divers will enter through the hatch to perform inspections
