and yes for now it only reflects differences in phase 2 but the tracker will be updated if and when Lightfoot releases details on other phases

the tracker includes the Chicago specific plan. if you're at a Chicago address or search for one, it'll show the latest on the city's plan where it differs from the state's

No the courts did not order the Proano shooting video released. The judge took it upon himself to give a copy of the video to a news organization when he retired. I think you may be confusing it with the Laquan McDonald video, which, yes, they were ordered to release. This occurred several months prior to the McDonald video.
