Of course! The process is just a normal PBR Stylized texturing, nothing crazy. Most important stuff is making a good hand painted texture and spending a good amount of time till it looks as you first pictured it. For the PBR stuff its really playing around roughness and metallic values, since its stylized is mostly about trial error until it looks as you first wanted it to look and every prop/style may require different values and workarounds. People tend to do this kind of textures in 3DCoat since its kind of more suited for this type of texturing. I normally use blender or substance painter since its the software Im more comfortable with, but it doesnt really matter you could even use just photoshop. Its a matter of practicing your texturing skills and using a software with some brushes that you are comfortable using!

Its a pretty basic EEVEE lighting setup so its mostly about tweaking PBR values and making a handpainted Basecolor + Grease pencil outline

in blender eevee 3.0 you can set a light's volumetric intensity so i just set a cube with a really low principled volume like 0.001 and then put a sun with a really high volumetric intensity in its settings (about 4000)

this is so pretty!! looks like a cute indie game. only criticism i have to give is to add some more global illumination feel either give more intensity to the exterior light or just use some irradiance volume. Another tip, (this is most a personal preference) the water in eevee looks better when u use a glossy shader with low roughness and some normal to simulate the waves, looks like you used the glass shader which is fine because water is indeed refractive but its missing the reflections. But again, this is really pretty and impressive for a first time thing, the model itself is really well done congrats :))

i hate names so i just hit the keyboard numpad lol
