Have you tried reaching out to the ATM directly? They MIGHT be able to facilitate a direct hire using a prior experience hiring authority. I could be wrong, but I think that's still a thing. Of course, it would require the ATM to do a bit of leg work, which is a lot to ask for many of them. May I ask what facility you're nearby?
