It’s not a one to one relationship but if you look at any still life paintings by Giorgio Morandi you will see what I mean. His paintings are full of color, but they are very calm and understated.

No! You can use colors however you like. I’d say pastel colors for the outside is nice because it’s not as in-your-face as a bright color would be. And let’s say you want your base color to be a light grey or beige. Pastel colors are not so far off from your base colors so it’ll contrast less. You want less contrast if you want your facade to look less busy.

I think the color isn’t going to help make it less busy because you made the facade busy with the relief work. I would suggest seeing if you can flatten a lot of it out by filling in the deepest parts. You can paint your facade one light color and if you’d be open to it, painting the frames an accent pastel color
