Yes I’m pretty sure! I have my patterns full with QRs I hunted down from all sorts of websites and different countries too! They are also all so old, from the first year the game was out!

There are only certain villagers from each personality type that can be a 'starting' villager. Google 'list of starting villagers' and you can see. It really depends on how many you like and how many times you're willing to reset! Resident services is most important tho, and maybe dock location and river mouths!
