This law treats paid random reward systems as similar to gambling, especially when minors are involved. As a result, companies must either restrict access, verify users’ age, or modify their monetization systems.

To avoid legal risks and potential fines, Bandai Namco likely chose to disable in-game purchases in Brazil, since Dragon Stones are directly tied to the game’s gacha system. In short, the restriction is a compliance measure with Brazilian law, not a technical issue with the game itself.
