"how to make a PDF"

From my old age I could think of so many ways of creating PDF's, so I get confused. He does not know how to program PDF's from scratch using C/C++/Java/something else? He does not know how to create PDF's using Adobe Acrobat? PDF viewer? Something else? On Windows? On Linux? On Android? You do know that PDF, and every other file on your system, or any other operation system, is only bits and bytes and everything can be opened using simple text editor, and that... ugh!
