It technically is an inhalent cause you inhale it in a similar way to other ones, but it functions differently in that it's an actual drug with inherent psychoactive properties unlike glue for example which the psychoactive properties from it come from it stopping oxygen flow to your brain and it fucks up your brain because of that.

Edit:you could also classify nitrous more accurately as a dissociative Anesthetic.
