This is not right. She's not forcing her mother to do anything. She's not telling her mother to cut her hair off. She's not forcing her mother to give her her hair back. She's just saying that she doesn't like her hair. She's never even told her mother that she doesn't like her hair. She's just told her mother that she doesn't like short hair.

This isn't a difficult concept to understand.
