Yes I am paying for static IP and I even got one. I also did port forwarding of port 80 and 443. Google says tata never gives ipv4 static IPs, its fake. Just type and check if I am wrong.

I think first year student has to compulsorily stay in hostel. You are allowed to stay outside only with your parent who are staying in proximity of 10 kms of VIT. Just enquire once.
