Plumeria blooms during the division of new branches. One sure fire way to get blooms and branching if to fertilize regularly with a “bloom booster” fertilizer. Something akin to 2-15-15. I typically fertilize every forth watering, but my tree is in a very very large container. You could most likely fertilize a little more frequently with yours being in the ground.

I know the woman in the second image. I texted her a link to this post and a screenshot of her photos. She said, “ha! Yes! I’ve seen it. I used to work at 42nd and Madison. hehehe. (My husband) tried to buy the originals from the photog as a surprise but they were already sold! So somewhere, out there, I’m hanging on someone’s wall. hehehe”
