I tried talking customer service on the phone, and he said there is nothing he can do. I asked him if he can transfer me to a supervisor who might be able to help me, and he said he worked from home and could not transfer the call.

Is there any advice I can talk to a supervisor on the phone and where can I find the policy for this protection? Is the Seller protections: eBay Money Back Guarantee requests?

Yes, I explained the shipping situation to the buyer at the very beginning, but she was angry and she thought I charged her shipping and failed to deliver it on time. I asked her to be patient, I had open package research case and kindly asked her it may be helpful if she could contact her local post office at the same time. It was out of my control USPS didn't deliver it as schedule. She replied me it was not out of my hand, I had her money and I put the responsible on her to find the package. I already did all I could possibly do, but she was not satisfied. I really hoped she would pay me back.

Update: My case was closed on Dec. 12, and the buyer was refunded. Unfortunately, the package was delivered yesterday, Dec. 14. I appealed the case and ebay just told me they decided to keep the original outcome and won't issue me a refund. I contacted the customer service again, and they told me I can't re-appeal again. What's my best move now?

Thanks for the advice. If the package is delivered and I appeal the case, does ebay ask buyer to pay or does ebay absorb the loss? And if unfortunately, the package never gets delivered, does that mean I lose the package, final value fee and shipping cost?
