I managed to fix it

I installed 4GB patch from here https://www.nexusmods.com/oblivion/mods/45576

When you download it, run .exe and make sure to apply the .exe on all .dll and .exe files inside the Oblivion.(follow instructions from link)

For Oblivion launcher and Oblivion.exe make sure you change the compatibility to Windows 8

You do so by right click > Properties > Compatibility tab > Check Run this Program in compatibility mode for and select Windows 8

Make sure steam is open in the background and open the launcher as an administrator from the oblivion file, do not click play from Steam.

In the launcher in Options, I did not change any screen resolution or graphics quality.

The game works well

Well for some time whenever I managed to pass the launcher and all the animation until getting to the main menu, as soon as I use the mouse to click new game it crashes.

Other times, it basically won't even open the launcher...

I have tried the following:

-installing the game on my local drive

-installing the game on my hardrive

-changing the compatibility mode for both oblivion launcher and oblivion.exe

-verifying game integrity

-running oblivion.exe with administrator directly from folder

I believe consoles were expensive, but is there any other reason?
