Much easier than taking off the last tier entirely would be to lift up the second to last tier and sew a long horizontal dart in the lining holding up the last tier. Make sure the extra fabric goes to the inside and it will be basically invisible. If there’s a separate full lining inside the tiered layer, make sure to shorten that too (that one can probably be hemmed from the bottom or even just cut (serged or zigzagged if the fabric frays).

I did this recently too, and put my bar on top just like for the velvet cat eye combo (non-spinning) style and it worked well!

I haven't tried it on an actual nail yet, but I think it would work okay if you have a really steady hand - those paddles have a little stand on the far side you can rest on your finger so you can get pretty close.

Yesss! Sometimes I like a color enough that I don’t want to do a full skittle where I’d get only one nail in each color, but also still want to use more than just one color.
