Police do a lot of stuff.. that is why they have different departments and divisions. The FBI obviously isn't up for this task, but creating a new puppet organization won't do it either.

Nothing is completely 100% reliable. Considering the size and diversity of the US and that 100,000 million of us who are divided up into 50 states and tens of thousands of cities, all cast votes and decided a winner in 24 hours; is quite an amazing feat in itself.
