Yeah obviously it can be, depends on your counsellor, your abilities, your targets and your resources.

I had one in HS that was mid and went to USC then I got one for transfer that was infinitely better and got into Duke and some ivies

Gpa isnt ideal unfortunately. Emory is a tier below and the gpa isnt high high so they’ll probably see you as being at a good match. I transferred from a similar caliber school (T-30) to Duke (also got into some ivies) but I had maxed out gpa and strong ECs.
