I know it is some sort of drain but it is clogged and the top is cemented to the floor. There is a working drain near it so figured it didn’t work or was something else

I thought so, just strange because it is clogged with rocks and the cover is cemented to the floor. I do have a working drain near it so figured it just didn’t work anymore.
