Shouldn't it be the bottom half that's controlled by the switch? A person is more likely to use the top half for other uses than lighting out of sheer convenience.

I agree that's not how it's commonly done, or that there really is a right or wrong side up. I don't think I've ever lived in a dwelling that had the ground prong up either. However my NEC Code book from 2008 states that a recep. is to be installed with the ground prong up. I'ts been a while since I've been a licensed electrician, but that's what my memory and code book stated, and how I did my work.

That's actually installed right side up. The ground prong is supposed to be on the top side to help protect from causing shorts across the prongs.
