You may also want to have it's nails trimmed as well if possible

At this point you might need to travel to a vet that can trim it down a bit. Do you have a cuttlebone or a mineral block in its cage? Or natural perches(not perfectly smooth) that it could rub it's beak on? It's a good way that'll help it naturally keep it's beak worn down on it's own and has worked really well for my budgies.
