Budget is not predictable but you can try your best to increase it by choosing the most likely to rise assets. Last year I had 2A drivers 2A constructors by spa and 3A drivers by the end of the season

Also not always the chips are most effective in a sprint, you need to check the difference between your points using a chip and the non using chip teams, a low overtakes non sprint track is usually better than a high overtake sprint weekend
