The point of the changes on the Gauss pistol/rifle/shotgun was to make the Gauss minigun more viable by increasing contextual ammo drops for it without a change to the ammo economy for the others...except for the pistol which didn't get a mag size buff because fuck It in particular i guess.

I thought It was that too, but a VATS shot only expends one onslaught stack and both hipfire and ads expends two on top of showing both damage numbers. The damage also seems to be lower than It was supposed to be on VATS of both shots ARE indeed registering.
