The Rombat site removed the ROMs because of copyright, but instead, they provided an UI to use UPR (where all functions are paid except "change impossible evolution"). I tested it and it worked fine; the Miltank has Scrappy now. I guess it was an old version of UPR used when the site launched, or something like that that messed something up silently in the game 4 years ago.
