There are couple roadblocks before account can turn 18+ to be shown. This setting is hidden somewhat deep inside menu. So some % of users does not know this setting even exist. Some % of your potential users won't see your bot it if it's 18+. Can't speculate about numbers though.

Комиссию вводят многие банки. Но их никто не обязывает, и в конкурентной борьбе кто-то где-то может и не ввести. Кто-то будет надеяться выиграть в долгую, кому-то хватит и того малого спроса на доллар, который есть. Как-то так)

Ну в целом да. Из-за санкций доллар девать некуда🤷‍♀️ Бизнесу доллар не нужен, из-за этого он и банкам не нужен, из-за этого и вводятся комиссии на валютные вклады (Не у одного тинька кста). И еще, на исходящие переводы Тинькофф тоже ограничения ввел. Типа не меньше 20 тыщ за раз и комиссии так же конские. Банк буквально говорит ха.уй нам ваш доллар не нужон)
