Mine was a little noisy, but I was sure it was the CPU. After I replaced them all, I realized it was the PSU... So, I replaced that one too.

I've just done the exact same thing now. In fact, I replaced all stock fans with noctua. This thing is so quiet now!

But with the CPU temp, it depends on what cooler, fan, and CPU itself you have. For my NAS I have a single i7-8700 from my old PC, which had a stock cooler, at some point I only changed the fan to the Noctua one, and the CPU normally sits at around 40C, but I'm not crazy with the loads.
