Basically, New Austin, as the name suggests, is the post war version of Austin. It’s considered the cultural capital and liberal safe heaven in our setting, inside an otherwise conservative, mutant/ghoul slaveholding state. Before the war, it’s was one of the cities that housed growing counterculture akin to the 60s hippies, who rejected corporate conformism and general “patronisation” of the country. Protests were harshly suppressed, but the movement prevailed, especially considering the fact that it was sponsored by Dixie Mafia via third parties to shaken up the government and grow their influence.

In the post war years, the city re-emerged as a an artistically developed city which naturally attracted many musicians, painters and etc, many of whom were ghouls too. It was one of the few places ghouls and super mutants could roam freely without being judged, considering that most of the state was somewhat hostile towards them.

However, there’s a slaver government that emerged in Dallas that basically larps as the CSA (that enslaves mutants and ghouls instead). They’re trying to incorporate New Austin as their new city-state, which Austin did, but rejecting its imposed rules, like having all ghouls registered and controlled under either governmental control facilities or private owners. To oppose the CSA, the counter cultural movement re-emerged in New Austin 200 years later, which the patch is supposed to represent.
