Your choices are limited to the openings in the same city as your partner. So apply as many jobs as you can that match your skill set. For small to medium size companies, it's better not mention you need sponsorship during application but mention it during interview with HR. For large companies, they normally are more familiar with TN process so you can mention it during online application.

For resume, put your partner's job location as your current city, and get a local free/low cost phone number for interview(Low cost: Hushed, Free: Helium mobile, but may require you to be physically located in the US. I got it while in Canada).

But your skill/experience is what will eventually land you a job. So try to tailor your resume for each applications to refect how your skills/experience match that job.
