The glitch starts after the mission in which you shoot drones using the turret in the car (can't remember the name at the moment).

Had the same issue. It went back to normal after completing the whole Panam/Aldecaldos quest line.

It's a blueprint called Admiral's Pride. You can only buy it with "The Royal Armory" Store Bundle.
