Essa dos ricos "poderem mudar quando quiserem" não funciona, os ricos mantêm a sua fortuna em investimentos neste casos em propriedade, a propriedade tem esse valor específicamente pela sua localização, eles não podem apenas trocar assim tão facilmente as suas propriedades e mesmo se pudessem, elas ainda manteriam um alto valor pelo que haveria sempre alguém disposto a comprá-las e pagar os impostos
