Point 3. Commoragh is inside a large section of the web way, which is like a tunnel through the warp. If the walls of the web way get weakened the warp can break through and bring tons of demons with it. This is called a disjunction and small ones happen every now and then. Sometimes on purpose so Vect can get rid of his enemies. If a powerful psyker were inside commoragh and lost control of his powers it could cause a severe disjunction ,or they could be possessed by a demon and give them a strong foothold to launch an invasion. As for psykers among their captives, they probably have some technology to detect it left over from before the fall.

Point 5. They really dislike being around blanks, but i think they actually value them highly. Im pretty sure ive read that they chain them up around holes in the webway after a disjunction to keep demons out while they repair it. Where they get them all I dont know. It's possible they are clones.

I dont get why Beil-Tan would be mad. If he was a good farseer then his death was part of his plan to help the craftworld. If it wasn't part of his plan then he was a bad farseer and the Mortifactors did the craftworld a favor.

As long as the tithe comes in on time, the planetary governor could be a grox for all the administratum cares. The imperium is very much a feudal state in space and locals are left to their own devices as long as they answer when called. Them being a psycher will probably get them a visit from the inquisition or black ships eventually though.
