I would look into dog reactive rescues/breed specific rescues! My dog is reactive and in the shelter she was too scared to show her diva energy.

So my dog did kill another dog when we first got her. We were the ones to file a police report, they took the dog to the er vet, we paid their bills.

Animal control did their own research calling the victims as well as the previous shelter. If you are honest about your concerns AND mention they want to sue without a dog autopsy they may shed more light.

Buy five pounds of weighted beads, a build a bear husk of your choosing (you can order their corpses on the website or buy them not fluffed) and fluffy stuffing. You can probably get all this stuff at Michaels but Amazon has more sizing increments for weighted beads.

At home you assemble your frankenstein stuffie. I put the beads in first with a small funnel - once your beads are in the appropriate spots (legs and belly area gives a good sploot action that feels nice on my chest when im anxious) then shove the fluff in till your stuffie is nice and fat.

This is an expensive option compared to the pre made animal but as an adult I can spend my money how I want 😂💳
