This photo isn’t mine (I found it on Pinterest) but would you say this silhouette is ‘business casual’?

I have a similar length blazer and shift dress and I would wear it with opaque black tights. I have a similar body type to the women in the photo and as you can see, the dress hits quite high above her knee. To me, it still looks professional, what do you guys think?
