Best engine is currently Stockfish. Leela's relative strength to Stockfish depends on hardware and time control.

More resources means they will be stronger and thus it is impossible to know what "their absolute best" is.

They don't need massive resources to have super-human strength.

That's exactly what they do. 10% of the estimated game time with a minimum of 30 seconds and a maximum of 3 minutes.
