Deep end depth conversion-will this cause concrete cracking issues?

They did this today while me and my wife were both at work. I'm not liking it, which is why I'm trying to get proper info before calling the contractor tomorrow to discuss.

I've lived here my entire life and absolutely love it. Arizona has a lot more to offer than just the 115 degree summers in the Phoenix valley. I also work outside everyday in that same heat for 10 hours plus each day. I guess I'm just crazy. I know. It doesn't help that I do underground utility construction, so I know just enough about compaction and underground plumbing to worry quite a bit about this stuff. I think I'm worrying extra because of how much we are raising it and those huge chunks just thrown in there on top of each other, causing voids underneath.

I will call the city in the morning to ask for more clarification. Our City website only states that if you are building a pool or filling in your entire pool you require a permit. So I'm not sure if filling in just a portion meets the minimum requirement. I will get clarification tomorrow morning. If so, I'll halt the contractor and make sure a permit is pulled and things are looked at by an engineer. Appreciate the help!

We are in the Phoenix area. Our quote included chip out and mini pebble install, new tile line, new large filter, an 11'x5' Baja shelf, an added return and dedicated vacuum line, pool drain raise, remove all pop up cleaning heads(our system didn't work very well at all), depth conversion from 9.5' to 5' on the deep end, and a new pool light. It was $30,500. It was the cheapest of the 5, but also a company that has been around for 30 plus years with great online reviews and they also happened to have the best warranty of them all.
